No, murderers cannot be rehabilitated. The vast majority are too flawed in some way to have any significant benefit from rehabilitative efforts. Taxpayer dollars are limited and it is important not to put resources in places where there is unlikely to be a benefit. It is more important to spend on children's programs and education than on individuals who are unlikely to change their ways. You can't just rehab someone into to not murder people like you can't fix mental illnesses like psychopaths and sociopaths.
They should be kept i. N jail and face a sentence of life. That way, If they plan to kill someone during their jail time, They wouldn't ever get the chance because it's been too long. To believe that murderers can be rehabilitated to become as normal as you or I is an absolute farce. Why does he deserve a chance at all? He has already murdered and destroyed the life of his victim and the lives of the family members! You want to give him another chance in society for what? To either murder again or prove that he won't?
